Provided researched-based arguments to justify Puerto Rico being added to the Stevens Amendment, which currently exempts Alaska from air-cargo cabotage. A bill was filed by Resident Commissioner Jennifer González, H.R.3472 – titled the Puerto Rico Air Cargo Industry Empowerment Act. H.R. 3472 adds the words “or Puerto Rico” to Section 41703(e) of title 49 after “Alaska” in each place it appears in the Section, which is commonly referred to as the Stevens Amendment.
