David Dodd is a seasoned international thought leader in economic development, disaster recovery, and resilience.  He leads a team of committed experts in Sustainability, Disaster Recovery & Resilience using Public Private Partnerships as a Specialist Centre of Excellence under the UNECE International Center of Excellence in Public-Private Partnerships. He supports and coordinates other Public Private Partnership Specialist Centers in sustainable disaster recovery and resilience and provides expertise and ingraining sustainable resilience into all types of “People First” public-private partnerships.

Over the last twelve years, David has developed a specialized expertise in economic recovery and resilience, born from his personal experience leading economic recovery efforts in the U.S. Gulf Coast after the devastation wrought by Hurricanes Katrina and Rita. That work led to projects in Australia, Thailand, Mexico, Japan, and the Gulf Oil Spill. For over 6 years David has been an Economic Recovery contractor to the Economic Development Administration under the National Disaster Recovery Framework. David currently provides contract support as Sr. SME to EDA Economic Recovery for Puerto Rico.
